The Empire Paradise Christian Memorial Park is jointly developed by Empire Treasure Club Sdn Bhd (Reg No. 199601009479), a company licensed to carry out management of funeral and burial services and Empire Treasure Sdn Bhd (Reg No. 199201013710), the Landowner. The development plan was approved by the relevant authority as a Christian memorial park merely for use by Christians and Catholics Community.

墓园可以很方便地从市区经 兵南邦新路至3.5公里处左转入兵南邦旧路大约400公尺处，再左转经新世与 Prima Jaya 花园之 Gunung Bintang 路，再右转入通往天主教圣山 Lorong Semangkuk 8，於尽头处转左至惠恩风景墓园。也可以从路阳水塘路经 Lintas 路5. 5公里处左转入 Lorong Berembun，再右转经 Gunung Bintang 路后转左往 Lorong Semangkuk 8 进入墓园，可以说是亚庇市内唯一最交通便利的基督教风景墓园。
墓园也被市内设施完善社区如路阳政府诊疗所, 宣道会, 圣公会基业堂，SIB Heritage, 兵南邦恩惠堂等基督教会 以及知名住宅区如 Taman Dixon, Jindo, Rindu, Milek, Regent, Century Baru, Prima Jaya, Eksekutif, Maxwell 与 Hiburan 等环绕。周边著名商业区有 Heritage Plaza, Lintas Plaza, Lintas Square, Hilltop Kolam Centre 与 Bundusan Pavilion 等。

墓园的发展是以环保以及创造美丽公园环境为主，这理念已在其他国家经被测试证明有效。发展重点在于绿化周围环境，以提高其生态和美学价值。园内所种植的花草树木只施予有机肥，设计亦具有一个全面的地下水过滤系统设置，以保护当地的地表和地下水源。为了推动以及提升公衆之环保意识，园内剩余土地经被改划为更环保之骨灰瓮土葬用途。

墓园将设立永久维护基金以提供园内所有设施和花草树木之常年维护与保修。为此，墓园日后将委讬一家历史悠久之地方教会来管理该基金并承担墓园的全年维护工作。
